Reporting to the Manager, Public Works Operations, the Superintendent - Fleet and Equipment Services is part of the department's management team and is responsible for planning, organizing, directing and coordinating the operations and maintenance of the City fleet garage, works yard and related service centre. The work entails overseeing the allocation, utilization, maintenance, repair, replacement and disposal of the City's vehicles, heavy equipment and portable equipment; managing the fleet standardization in order to maintain vehicle and equipment economy and minimize the use and stocking of parts. This position also manages the communications systems, maintaining effective two-way radio connections involving mobiles, portables, desk sets and base stations; assists in planning, administering and controlling the annual budget to ensure a cost effective operation, maintenance and improvement of the City fleet garage, works yard and related service centre; hires, terminates, trains, disciplines, coaches, mentors and works with employees on succession planning and development; participates in processing employee's grievances, arbitration hearings and other labour relations matters; recommends and participates in decision making with respect to performance management under the terms of the Collective Agreement; provides direction and guidance to employees responsible for system operation and maintenance. Performs related work as required.
Qualifications include diploma in Mechanical Engineering Technologist or a completion of a recognized Trade Certification of Qualification program with a minimum of 5 years of recent related experience at the management level preferably in fleet management, project management, maintenance and repair of a wide variety of vehicles and equipment and sound administrative experience or an equivalent combination of education, training and experience. This role also requires the considerable knowledge of: the Worker's Compensations Board regulations and of training and safety programs applicable to the Outside workforce; administrative practices and procedures and working knowledge of current practice, methods, and techniques for staff training and development and of the various educational resources in the community. The Superintendent - Fleet and Equipment Services must also have the ability to plan, assign, supervise and check directly and through subordinates the work of staff ensuring for the efficient use of labour; lead, supervise and motivate the work of staff; manage complex projects, maintenance and related operations with minimal supervision while demonstrating solid leadership and organizational skills and establish and maintain effective partnerships and working relationships with managers, employees, unions, elected officials and a variety of outside agencies. Skill in the use of office computer applications such as SAP and Hansen and driver's License for the province of British Columbia is required.
